Converting Real City Maps into Game-Style Zoning Maps

The author created a map using Claude Code that colors OpenStreetMap building data with Cities: Skylines 2 zoning colors, working alone.

How it works

  1. The author read OpenStreetMap data, colored each building according to the game's zone types (such as low-density residential, office, industrial, etc.), and created a map that exports a PNG cropped to the playable area.
  2. They wrote project rules in a CLAUDE.md file and drafted a planning document for each major feature before implementation. For the layout, Claude and Codex each proposed three designs, critiqued each other's ideas, and then settled on a single layout.
  3. When a city request was submitted as a GitHub issue, Claude Code extracted the relevant data for that area, regenerated the map tiles, and submitted a pull request.

Results

The author reports that after six months, 44 cities from 20 countries were included, with 694 tests, 411 commits, and 19 releases completed solo.

Notes

The zones are estimated based on OSM tags and building height/shape, so they may differ from the official zoning of the actual city.

Example prompt · Claude Code

Create a small web map that converts real city map data into a game or hobby-style zoning map.

Input: Target city and area [city name, latitude/longitude boundaries], zoning classification criteria [e.g., low-density residential, commercial, office, industrial], export format [e.g., PNG size]. First, check the license of the public map data you will use and the available download range, and summarize which tags can be used to estimate zones.

Implementation steps: 1) Write a project rules file and planning documents for each feature before starting code, and have me review them. 2) Extract building data for the specified area and color them according to the classification rules. 3) Implement a feature to drag a fixed-size rectangle on the map and export only that area as an image. 4) Add automated tests that actually open the map in the browser. 5) Accept new city requests via an issue template, extract data and generate tiles, then submit as a pull request, but I will handle merging.

Deliverables: A working map page, a table of classification rules, documentation for adding cities, and a list of tests. First, test with a small neighborhood, show a few examples of misclassified buildings, then expand to city scale. Also, include a notice on the map that the estimated zones are not official zoning.
